Upshur Parole and Probation Compared
Parole and probation both allow a person to live outside a jail or prison while following rules, but they arise in different ways. The West Virginia Parole Board decides whether an eligible state prisoner receives parole. WVDCR Parole Services then supervises that person. Probation comes from a court order, often as part of the sentence. Upshur County Probation, which is part of the West Virginia Judiciary, handles that court supervision. Neither term should be inferred merely because a name left the Tygart Valley roster.
A person released on bond is not automatically on either form of supervision. Someone sent to the Upshur Community Corrections Day Report Center may have reporting duties under a court or program referral, but that does not prove state parole. Sheriff J. Michael Coffman and the Upshur County Sheriff’s Office may hold arrest or transport records, while WVDCR holds the regional-jail custody event. The sentencing order or Parole Board record identifies the controlling path.

Verify Upshur Post-Release Supervision
Begin with the custody system, not a broad name search. For a West Virginia prison sentence, the WVDCR prison offender search may show a parole location, next hearing, maximum parole discharge date, and other active-jurisdiction fields. A parole location can confirm physical release to supervision. It does not mean the sentence has ended. For probation, use the public court index to identify the Upshur case and obtain the signed order from the proper clerk.
The regional-jail search serves a different task. It can identify a Tygart Valley custody episode, but the loss of a current result does not show whether the person entered probation, parole, another facility, or the community. - Identify whether the case involved a regional-jail stay, a state prison sentence, or only a court probation order.
- Search WVDCR prison OIS for active state parole and note the OID, location, and exact date labels.
- Search the Upshur court case through WVPASS or MCRSearch and obtain the sentencing or later supervision order.
- Confirm a parole decision with the Parole Board, then ask Parole Services which office handles the case.
- For probation, contact Upshur County Probation with the case number rather than assuming staff can disclose all details from a name.
- Ask for the final discharge, revocation, or amended order when the question concerns whether supervision ended.
West Virginia VINE can report a custody change at Tygart Valley or another participating DCR facility. It is not a probation list, a parole decision database, or a certified discharge record. Keep an alert as time-sensitive corroboration, then match it to the DCR or court record.
Note: Physical release, active supervision, and final discharge are three separate events that may appear in three separate records.
Three Upshur Supervision Offices
Upshur County has three nearby supervision routes, and each serves a distinct role. State parole for Upshur is assigned to WVDCR Northern District, Region 6, through the Elkins Parole Office. Court probation stays with the Judiciary in Buckhannon. The Day Report Center is a county community-corrections program. It is not a branch of the Parole Board and does not turn a probation participant into a parolee.

The West Virginia Judiciary’s Upshur County directory lists Jason Kelley as chief of Upshur County Probation at 40 West Main Street, Room B101, Buckhannon, with telephone 304-472-0177. That office routes court-probation matters. The sentencing judge and filed order remain the source for the imposed term, confinement credit, later revocation, and discharge.
The Upshur Community Corrections Day Report Center is at 85 West Main Street in Buckhannon. Its public hours are Monday through Friday, 8 a.m. to 4 p.m., and its telephone is 304-472-9548. Participation depends on a referral or order. An entry in that program does not establish a Tygart Valley release date or a Parole Board grant.
Upshur Parole Hearing Records
The Parole Board’s rolling monthly calendar shows facility and revocation work by date. Eligible-person hearings occur monthly at relevant institutions, and regional-jail hearings are held by video. The calendar reviewed in August 2026 still showed an earlier quarter. Call the Board at 304-558-6366 before relying on a displayed date. The Board’s current notice says interviews and revocation hearings take place by video until further notice.
No official public person-by-person results search was found. The calendar is not a results list. A panel may deny parole with written reasons, set up or defer a case while more information is gathered, or grant parole subject to conditions. A grant may be rescinded before release after serious misconduct or material new information. The person’s written decision, Board confirmation, OIS record, and DCR out-processing record form the sound verification chain.
Eligibility is not release. Under West Virginia Code §62-12-13, ordinary eligibility depends on the sentence structure and other statutory conditions. An approved release and home plan are still required. Offense dates, enhancements, conduct, programs, and special life-sentence rules can change the result, so a sentence label alone is not enough for an individual calculation.
Upshur Parole Grants Take Time
A grant to someone held at a regional jail is not a same-day community release. The Parole Board’s official guidance says the person first transfers to a DCR facility for intake and fingerprinting. It tells families to anticipate roughly seven to ten days before release. Conditions or a later rescission can also interrupt that path. Tygart Valley’s mixed jail and correctional role makes the distinction especially important for Upshur cases.
A sound check starts with the written Board result. Next, account for the DCR intake step. Watch for a VINE transfer notice, but remember that WVDCR says VINE does not call during movement and sends the event after arrival. Finally, confirm actual out-processing with DCR and the Elkins supervision route. Only then can the record distinguish a grant, a transfer, physical release, and the start of parole.
Upshur Supervision and Absconders
The WVDCR Escapees and Absconders page is a warning list. It displays OID and name fields, a photograph, and separate categories. An absconder entry generally signals an alleged failure to remain compliant or in contact. It does not show a final discharge, and it is not a full list of everyone on parole. Absence from that page does not prove compliance.
Conditions can include reporting, approved residence, treatment, travel limits, and other terms set by law or order. The exact terms belong in the person’s paperwork. A suspected violation may lead to an agency response, a warrant, a revocation process, or no public change at once. Do not approach a person based on a listing. Provide relevant information to law enforcement or the supervising office.
Probation violations return to the court process, while parole violations fall within DCR and Board procedures. The Upshur docket can show a filed probation revocation matter. A parole revocation question belongs with the Board and Parole Services. This split prevents a court probation event from being mistaken for a state parole event.

Upshur Release Reporting Options
The local Day Report Center adds a practical layer after some Upshur County court cases. Its role can include structured reporting and community corrections as an alternative to institutional custody. The program has a real Buckhannon office and set weekday hours, which makes it more local than the state parole route through Elkins. Yet it must stay separate in the record. A person can attend the center without ever receiving parole.
Look for the referral or court order that placed the person there. That document explains whether the program is part of probation, bond conditions, community corrections, or another court plan. It does not replace the Tygart Valley release transaction. When dates matter, compare the court order, the WVDCR exit event, and the program start record instead of using one event as proof of the others.
Upshur Supervision Discharge Records
Release from confinement does not close the supervision record. State parole can continue until the Board authorizes discharge or the controlling term ends. The Board’s FAQ explains that one successful year may make a parolee eligible for consideration, but it does not create automatic discharge. The supervising officer provides a status report, and some life cases have a longer threshold. The maximum parole discharge field in OIS concerns the outer end of authority, not the day the person left prison.
Probation ends under the court’s order or a later filed discharge. Obtain that document from the clerk that holds the Upshur case. If the person moved between jail custody and probation, request both the WVDCR release transaction and the judicial order. For parole, keep the Board decision, DCR supervision record, and final discharge document distinct.
West Virginia FOIA begins with public access but permits exemptions and redaction. A narrow request for a decision date, status, and nonexempt discharge fact is more useful than asking for an entire supervision file. Medical, victim, security, and other protected data may be withheld. Ask the custodian to identify the legal basis for any denial and to release segregable public portions.
