Upshur County Released Inmate Records
Adult jail custody for Upshur County runs through Tygart Valley Regional Jail and Correctional Facility. It is operated by the West Virginia Division of Corrections and Rehabilitation, usually called WVDCR or DCR. The Upshur Sheriff may make an arrest, and an Upshur court may issue the order, but DCR maintains the regional-jail custody event. That split matters after a person leaves the current roster. The public OIS screen is not the full chronological file. Online visibility may end while the agency record remains subject to an approved retention schedule. WVDCR Policy 105.08 does not establish one universal public-display period, so there is no sound claim that a release stays online for a fixed number of days.

Send the request to the body that created or maintains the record. WVDCR is the custodian for Tygart Valley admission, release, transfer, time-sheet, discharge, and agency-held photograph records. Upshur Release Records After Expungement
Physical release and expungement are separate events. West Virginia Code §§61-11-25 and 61-11-26 cover different classes of eligible dismissed, acquitted, deferred, misdemeanor, and nonviolent felony matters, with exclusions and waiting rules. A qualifying Upshur conviction petition goes to the Upshur Circuit Court. Eligibility is technical, and release alone does not make a case eligible.
When a court grants relief under §61-11-26, the order directs covered public records to be expunged and calls for affected agencies to certify implementation within sixty days. That can explain why an official release entry or image later disappears. It does not mean an earlier search was false. Sealed, juvenile, victim-protected, and other confidential material may also remain unavailable under separate rules.

- Save the full name, birth date, OID or booking number, facility, admission date, and court case number.
- Search the regional-jail OIS for a Tygart Valley episode. Record the last confirmed facility and status.
- Look for a positive exit event in VINE, the Upshur docket, or a DCR transaction. Roster absence alone is not enough.
- If state prison is possible, search prison OIS and open the full detail. Read each date label by its exact name.
- For a federal conviction, use BOP. For possible immigration custody, use ICE. Follow a receiving agency when the event was a transfer.
- Request the DCR release or transfer transaction when no public screen settles the event.

A fully discharged person may no longer return in the active-jurisdiction prison search. DCR records and the sentencing court are the historical fallback. An absconder listing signals alleged failure to remain in contact under supervision; it is not a release record or a current address.
Upshur Release Supervision Has Layers
Upshur County has several distinct supervision paths. The West Virginia Parole Board makes parole decisions. WVDCR Parole Services supervises state parolees, with Upshur routed through Northern District, Region 6 and the Elkins Parole Office. Upshur County Probation is part of the Judiciary and supervises probation ordered by a court.
The county also operates the Community Corrections-Day Report Center at 85 West Main Street in Buckhannon. It is open Monday through Friday from 8 a.m. to 4 p.m. and provides a local referral-based reporting layer. Attendance does not prove parole or a particular jail release. The sentencing order and DCR record show which form of supervision applies.

Getting Home After Upshur Release
Tygart Valley is outside Upshur County. Its published visitation rules say there is no local transportation or bus service and that the nearest taxi is in Elkins. That is a practical area constraint, not a promise about a release hour, pickup point, or available taxi. Country Roads Transit serves the Buckhannon area, but no official source establishes a scheduled Tygart Valley release stop.
Confirm that the event is a community release before planning a ride. Call the facility and the provider separately. A transfer to another DCR site or warrant holder calls for a new custody search, not transportation from the Belington facility.
Upshur Releases Cross County Lines
Tygart Valley opened in June 2005 and sits near Elkins in Randolph County. It serves seven counties: Barbour, Pocahontas, Preston, Randolph, Taylor, Tucker, and Upshur. WVDCR also says it houses most West Virginia women awaiting prison transfer. The combined regional-jail and correctional role makes transfer a common issue that a county label can hide.

Upshur Release Alerts and Federal Checks
West Virginia VINE covers Tygart Valley and the other state regional jails. A person-specific search and registered notice can corroborate a custody change. Transfers can also create notifications, and WVDCR says the transfer alert follows arrival rather than movement. Keep the exact wording and time, then confirm with DCR or the court. VINE is not a certified release record.

A BOP release does not rule out state, local, immigration, or federal supervision. ICE ODLS is for immigration detention and includes only a limited released-person period. The U.S. Marshals Service has no comparable public historical locator.

Upshur County Release Facility
One adult detention facility is officially identified as serving Upshur County. Tygart Valley Regional Jail and Correctional Facility holds regional pretrial and sentenced populations and has a correctional transfer role. Direct exits may lead to the community, while other departures continue in DCR or another jurisdiction. WVDCR, the Upshur court, VINE, and any receiving agency establish the result.
No adult county jail operated by the Upshur Sheriff was identified. West Virginia's regional model replaced independently operated county jails with state facilities serving groups of counties. The Sheriff's own contact page directs regional-jail questions to Tygart Valley, which confirms that the jail inquiry belongs with the state facility. Municipal police processing sites and nearby state prisons are not added as local release facilities without an official basis. A person sentenced from Upshur may be assigned to any suitable WVDCR prison, so a prison release is searched statewide rather than through a made-up county prison.
